Should a person who is abusing drugs be allowed to adopt a fragile special needs infant?

I ask because Cindy McCain's struggle with prescription drugs was during the time she "adopted" baby Bridget. She admits using up to 15 percoset a day, and her husband was unaware of their being any problems. Bridget is a lovely young woman today, but things could very well have gone a lot differently.
