Svchost.exe takes up 100% cpu usage?

We tried doing things involving the notepad, and downloading separate things to try and fix it, i think its something to do with windows update and SP2. Now when we try booting it in safe mode, it gets stuck on the mup.sys black screen with white text on? Any ideas??
