Why are there so many false allegations in the UK?

Why is it that every Saturday night some drunken woman complains she has been d? It's in the paper every Monday. Another drunken woman says she's been d but can't remember the details. Does this stop the police dealing properly with proper complaints of because they get hardened to complaints from drunks? And why is the conviction rate so low for in the UK? Is it because juries see the local paper reports of drunken women and are biased?
